Besides the fact that microdotting of new vehicles and vehicles that require police clearance has been regulated in the by regulation 56 and regulation 337B of the National Road Traffic Act, Act 93 of 1996, it is of utmost importance that vehicle owners understand why it’s important to microdot their vehicles. Of these vehicles only 43% are recovered and identified. It is estimated that more than 50% of stolen or hijacked vehicles remain in the country and are back on South African roads, 30% are chopped up and sold for parts and 20% are exported to neighbouring countries. Furthermore, more than 12,000 recovered but unidentified vehicles, worth more than R1-billion, are annually destroyed or forfeited by the SAPS. Of importance is that these recovered vehicles cannot be linked (associated) to the original crime, which hampers the successful identification of organised crime syndicates and ultimately the conviction of criminals. The above-mentioned information and the high levels of violence associated with vehicle crime confirm that organised crime is primarily the source of vehicle theft and hijackings in South Africa. The easier it is to remove or conceal the identity of a vehicle, the more desirable the vehicle is to criminals. The high percentage of unrecovered, stolen and hijacked vehicles and the high percentage of unidentified recovered vehicles (unidentified by police and by staff of the Original Equipment Manufacturers (OEMs)) prove the inadequacy of the current vehicle identification methods. Therefore, the key challenge facing law enforcement remains the need to improve the identification of motor vehicles. Investigations have proved that in almost all serious vehicle-related crimes and many road traffic offences, primary and secondary identifiers (Licence number, Vehicle Identification Number (VIN), Engine number and covert identifiers) have been altered or removed in order to conceal the crime and identity of the vehicle. The improvement of the identification of motor vehicles has been a priority of the South African Police Services (SAPS) for many years and many alternatives were assessed with the assistance of Business Against Crime South Africa (BACSA). The most significant and promising alternatives were the marking of the vehicle in multiple places (multiple parts marking or Whole-of-Vehicle-Marking (WOVM) by means of laser-etching or by using barcode labels. However, most of these alternatives were seen as expensive, impractical, inaccessible and ineffective. In addition, there were concerns that the fitment could damage the motor vehicles. As microdot technology secures the identity of the vehicle, the possibility of identification and detection is increased resulting in the risk rate of theft and robbery being decreased. Manufacturers are implementing measures to enhance vehicle security however; this often results in the reduction of theft by opportunist thieves who steal unattended vehicles and does not necessarily lead to the reduction of organised crime where dangerous professionals hijack vehicles. Microdots further assist law enforcement to identify vehicle parts which are found in chop shops.
